These governments need to understand the strength of these new technologies, the appeal they have to this generation of students, and the speed at which they are developing. Great new web sites and technologies could run afoul of ill-considered or at least poorly written state and local policies.

Safety — bullying by classmates as well as sexual predators both within and without the ranks of teachers — should be the top concern, but not the sole concern. A legal maxim governments might keep in mind: “Hard cases make bad law.”
